When providing commissioning services on projects, whether it is during the design phase or during construction, I have come to realize that the best outcomes occur when the teams recognize each other’s individual experiences, understand the history of the project and its impact on how and why issues may be occurring, and work together to resolve those issues for the owner and in the best interest of the project.
The commissioning authority is just one piece of that overall puzzle. A commissioning authority on a project doesn’t mean systems are guaranteed to work or that the owner will completely satisfied that the building they bought will meet their expectations. But if done correctly, the commissioning authority can bring the teams together to make sure that the quality control elements built into the project design are completed and properly documented by the teams in the field, so that when issues arise, all parties can come together early to determine resolution.
In the end, commissioning is not about finding failures and assigning blame, rather it is about collectively identifying challenges, working towards resolution, and documenting a successful outcome for the owner.
